The highest rate is between 5th grade elementary school ~ 1st-2nd grade middle school 

Often in the media, high school students are mainly portrayed [to be bullies]
In the past or now, rather than high school, when compared to elementary school and middle school,
the rate of response to school abuse or sightings has decreased significantly.
Once you are a high school student, you can be punished under the criminal law.
And there are those bloody entrance exams. Even high school kids who you think are playing during that time, would be preparing for the exams. 
So it explains why in high school, the number of overt and covert school violence has significantly decreased.

Elementary school has the highest number of school violence. 
In the case of elementary school, kids are still young, so they cannot distinguish between school violence and conflicts. 
The students have responded that not playing with you because someone is mad is school violence, just like how someone fights you is also school violence.
That's why it is often difficult for teachers or parents to hold a class committee in elementary school to control school violence.
Eventually, it only gets worse in the later years of elementary school.
And their most upgraded form is achieved in middle school 1st and 2nd year.

"Is our kid having the 2nd grade disease?" (T/n: it's a term used when kids get cocky and narcissistic during the middle school 2nd year. Some of those check boxes reads: "They think they're the best". "They're impulsive" "They can't control their emotions" "They're friends are more important than anything" "They distance themselves from the parents" "They are very satisfied about their appearance" "Their mood swings are severe" "They get very interested in sex and the opposite sex" etc.)

This is the time when they catch the 2nd grade disease 
In 1st and 2nd year, you're still considered a Chok-beok boy (t/n: this term appeared because kids between 10-14 cannot be charged by the law)
Many of the recent gang scandals also explode in middle school.
Strangely, if you go in the middle 3rd grade, it is significantly reduced due to the effect of the entrance examination.
That's also why experts claim that high school students are rather quiet
It's in middle school that it's really getting serious, so you have to catch them right away
If an elementary school student in their last years is teasing, swearing, bullying, etc.
Physical violence will likely ensue from middle school.
