To be honest I can't understand why people would even compare bystanders to bullies

This is only my opinion. I wouldn't compare to someone who just chuckles but have no violent intentions a bully. It's obvious that to certain extent, because of the "force" of the bully, they're restricted to do what they want to to do. The bystander is also scared so they decide to stay still, so how are they the bullies?

The fact that people are saying stuff like "being a bystander is like being a bully" makes us hate the bystander too and not want to be in that position
